- 14세기 중엽 건립된 고딕 양식 건물로, 높은 박공(gable)과 아치형 구조가 특징인 행정 업무를 보던 건물
- 1648년 베스트팔렌 조약(Thirty Years’ War) 및 스페인-네덜란드 평화조약이 이곳에서 체결
- 제2차 세계대전때 폭격으로 파괴되었으나 1950년에 원형 복원 성공하고 지금의 이름으로 변경되어 국제 회담 및 기념행사로 지정
- 2015년, 뮌스터와 오스나브뤼크 시청사가 유럽문화유산 라벨(European Heritage Label)을 부여되었고 2024년 10월에 빙 웰페이퍼에서 등장
